CARACAS, Venezuela — President Hugo Chavez threatened in a speech Sunday to halt oil sales to the United States if Venezuela faces a military attack by Colombia, its U.S.-allied neighbor.
Such a move would be a titanic economic blow for Chavez’s government, which depends heavily on oil sales.
