A four-year member of the Timnath Town Council resigned this week, the latest shake-up in the management of the Larimer County community after questions were raised about its contract bidding practices.

Kim Speaker quit the council Monday.

During a special council meeting Friday to discuss bringing in an outside investigator to examine the town’s contract processes, Speaker recused herself.

Speaker cited her husband’s job as a public-works employee for the town as a reason she could not vote.

Speaker also requested she be recused from all future meetings involving Town Manager Rebecca Davidson and Davidson’s company, IB Engineering.

Davidson was placed on administrative leave after an emergency meeting of the Town Council last week. During that meeting, council member Bill Neal said he had been fielding complaints by developers and vendors about the town’s contract bidding process, including lack of documentation and fair treatment.

During the special meeting Friday, the Town Council asked the Colorado Intergovernmental Risk Sharing Agency to investigate the town’s contracting processes. The council also directed the town staff to cooperate with the investigation related to Davidson and IB Engineering.

An audit showed that the town paid IB Engineering $758,400 in 2009 for various contracting services for the town.

The five-member Town Council now has up to 60 days to appoint a replacement for Speaker, town spokesman Kyle Boyd said.
