MIAMI — The National Hurricane Center says Tropical Storm Matthew has formed in the southwestern Caribbean.
Forecasters said Matthew had maximum sustained winds of 40 mph and was moving westward at 16 mph, 435 miles east of Puerto Cabezas, Nicaragua.
A hurricane watch and a tropical-storm warning were issued for parts of Nicaragua and Honduras.
