COLORADO SPRINGS — All the city’s parks and medians would be mowed and maintained next year under the 2011 spending plan proposed by interim Colorado Springs City Manager Steve Cox.

But several recreation and cultural facilities kept open this year with private dollars, including the Helen Hunt Falls Visitor Center, Starsmore Discovery Center, Rock Ledge Ranch and the Julie Penrose and Wilber fountains, are once again on the chopping block.

Cox’s proposed $222.5 million general-fund budget, up 4.8 percent from the 2010 budget, projects sales- and use-tax revenue to be half of a percent above the current 2010 end-of-year forecast, or 10.8 percent above the budget adopted last year by the council.
