DENVER—Colorado Gov. Bill Ritter is preparing to deliver his final proposed budget.

The budget will be delivered in boxes Monday before midnight as required by the state Constitution, but don’t expect any details.

Ritter has decided to release the details at 1 p.m. on Tuesday, Election Day, just hours before the polls close. Spokesman Evan Dreyer says the governor is trying to avoid releasing the details in pieces.

Colorado has already covered $4.5 billion in revenue shortfalls over the past three years, and lawmakers believe they will have to cover another $800 million to $1.1 billion more next year.
