A Thornton code enforcement officer has sued two Colorado Springs police officers, claiming they roughed him up during an unjustified traffic stop after mistaking him for a robbery suspect.
Frank Lord, a Denver resident, filed the lawsuit Thursday in U.S. District Court in Denver against police officers Jason Hall and Richard Hayes and other “unknown” officers.
Lord, 65, alleges that the two officers used excessive force by throwing him to the ground and briefly knocking him unconscious.
Police issued him a summons for obstructing a peace officer, but prosecutors later dismissed the charge, according to the suit.
Colorado Springs spokesman John Leavitt said the city’s attorney’s office had not yet been served with a copy of the lawsuit and, therefore, could not comment on it.
According to the complaint, Lord was driving north on 19th Street on July 26 around 10 p.m. after tending to some rental properties.
When the patrol car pulled him over, Lord stated he got out of his vehicle and walked toward the bright lights shining on him and voices yelling at him.
