U.S. airlines urged the Federal Aviation Administration to withdraw the first proposed overhaul of pilot-fatigue rules in more than a decade, saying costs to provide more rest are 15 times higher than the agency projected.

The Air Transport Association in Washington called the plan “onerous” and “defective.” It said the rules would cost $19.6 billion in the next 10 years, not $1.25 billion as projected by the FAA.
