VATICAN CITY — The Vatican said Friday that it planned to issue a set of guidelines to bishops on responding effectively to the sexual abuse of children by priests that will include recommendations for prevention programs, better screening of priests and the need to obey civil reporting requirements.

A Vatican statement said Cardinal William Levada discussed the need to collaborate with civil authorities in reporting abuse, the need to protect children and the need for an “attentive selection and formation” of future priests.
