CARACAS, Venezuela — Flooding and landslides triggered by heavy rains have killed 13 people across Venezuela and forced thousands from their homes, authorities said Monday. President Hugo Chavez declared an emergency in western Falcon state, aiming to speed delivery of aid money and relief supplies to an area where officials said more than 24,000 people had suffered ill effects from heavy rains.
