SEOUL, South Korea — North Korea staged apparent firing exercises today near the disputed western sea border as the top military leaders from the United States and South Korea began talks on the Korean peninsula’s security. South Korea’s Joint Chiefs of Staff chairman, Gen. Han Min-Koo, is meeting with his American counterpart, Navy Adm. Mike Mullen. The two are expected to discuss ways to deter future North Korean aggression.
