KABUL — A minibus packed with civilians, including women and children, was blown apart by a roadside bomb in Helmand province in southern Afghanistan on Thursday, and officials said 14 passengers were killed and at least four wounded.
Afghan and NATO military officials blamed Taliban insurgents for what a NATO spokesman called a “despicable attack” meant to kill innocents. Afghan officials said they thought that NATO or Afghan government troops who routinely traveled the road were the intended targets.
