SEOUL, South Korea — South Korea has proposed holding meetings with North Korea to lay the groundwork for high-level defense talks.
The Defense Ministry said today that its minister sent a message to his North Korean counterpart to propose a meeting Feb. 11 at the border village of Panmunjom.
