KATMANDU, Nepal — After 17 attempts and steadily diminishing expectations, Nepal late Thursday finally named a prime minister. As fellow parliamentarians cheered, the speaker of the assembly announced that Jhalnath Khanal, leader of the Communist Party of Nepal, had secured 368 of 601 votes.
