JOLO, Philippines — U.S. troops on a training mission in the southern Philippines are lending their rubber boats to help thousands of villagers escape waist-deep floodwaters that have inundated the southern island of Jolo. Disaster officials say heavy rains and big waves have damaged stilt houses on Jolo’s shore and caused widespread floods in the coastal town.
