One of six people charged in the Quality Paving scandal has pleaded guilty and agreed to testify against his codefendants in the case, 9Want to Know reports.
Heath A. Russo, 34, pleaded guilty in Adams County court Thursday to felony theft and misdemeanor theft and received a deferred sentence. That means if he stays out of trouble he will not serve time in prison.
Russo worked for Adams County based Quality Resurfacing.
