SAVANNAH, Ga. — The city manager has granted an exemption for Girl Scouts to sell cookies outside the historic mansion of Juliette Gordon Low, who founded the organization nearly a century ago. A complaint had halted the longtime practice, which violates an ordinance banning peddling on public sidewalks.
