Highlights from the Colorado Legislature on Friday:
— The Senate gave preliminary approval to a bill removing caps on noneconomic damage awards in civil lawsuits resulting from alcohol- or drug-related car crashes (Senate Bill 107).
— The Senate gave preliminary approval to a bill requiring public schools subject to an improvement plan to notify parents and hold a community meeting on the topic (House Bill 1126).
— The House Appropriations Committee voted 7-6 to use medical marijuana sales taxes to cover a $1 million budget cut to an addiction program at the Colorado Mental Health Institute in Pueblo. The funding change was part of a larger bill revising medical marijuana regulations (House Bill 1043).
— The House Appropriations Committee approved a bill allowing the secretary of state to investigate voter citizenship (House Bill 1252). The bill now heads to the full House.

— Members of the Joint Budget Committee continued meeting to try to broker an agreement on next year’s budget. The proposed budget is already a week overdue.
