TOKYO — Precedence will be given to businesses from disaster-hit areas in Japan in handing out restoration contracts in the first phase of a government emergency employment assistance program for people affected by the earthquake and tsunami.

Special “job consultation centers” will be established in all the nation’s prefectures, including Tokyo, to manage the implementation of state-sponsored disaster reconstruction projects, government sources said. Major public projects include removing debris and building temporary housing.
