GATLINBURG, Tenn. — A holding tank at a sewage treatment plant in a Smoky Mountains tourist town gave way early Tuesday, killing two workers and sending sewage flowing into a small river.

The spill, into the west prong of the Little Pigeon River, is a mix of storm and sewage water without solid waste, said a spokeswoman for the Tennessee Department of Environment and Conservation. It was estimated between 1.5 million and 3.2 million gallons.
