ROME — Facing a surge in undocumented migrants from North Africa, the leaders of France and Italy called Tuesday for changes in the Schengen Agreement, which grants free passage across national frontiers in most of Western Europe.
The appeal, in a joint letter to the president of the European Commission, represented a remarkable request to change a pact that has become one of the European Union’s hallmark agreements. Under the treaty, which dates from 1985, 25 EU member nations dismantled border controls for their own citizens and citizens of other countries.
Analysts said it was highly unlikely the EU would revise the Schengen Agreement.
