TransCanada Corp. chief executive Russ Girling is “confident” the company will win approval from the U.S. government to build its Keystone XL pipeline to the Gulf Coast.

A proposed extension of TransCanada Corp.’s $13.7 billion pipeline, which would cut through Montana, South Dakota, Nebraska, Kansas, Oklahoma and Texas, has been delayed by objections from groups of U.S. politicians and environmentalists.
