RABAT, Morocco — Three Moroccans have been arrested on charges of involvement with the terrorist bombing that killed 16 people, many of them foreigners, a week ago in Marrakech, the Interior Ministry said Thursday. The detainees included the suspected mastermind of the attack, the ministry said. The al-Qaeda follower had tried to travel to Chechnya and Iraq to carry out attacks before deciding to act inside Morocco, the ministry said.
