District Judge Herbert Stern this week denied Qwest’s appeal of an order that it set aside $30 million to cover potential refunds for up to 1 million Colorado customers as part of a 2009 rate hike that was overturned this year.
Stern had ordered Qwest to pay the bond while the company appeals his decision to overturn the rate hike.
