WELLINGTON, New Zealand — The country’s second-largest city will get a makeover under a plan designed to move residents and raze homes in areas hardest hit by recent earthquakes. The New Zealand government has offered to pay 5,000 Christchurch homeowners to leave. Certain swaths of land remain so unstable that the government doesn’t want people to rebuild there.
