DENVER—The Colorado Department of Human Services is planning to ban prone restraints statewide following the death of a patient at Colorado Mental Health Institute at Pueblo.

Human Services director Reggie Bicha says he believes the administrative ban will save lives. The move comes after the Legislature failed to pass a ban during the last session.

Troy Geske died last August after being held in a prone restraint at the facility. In April, a grand jury found no criminal wrongdoing.

Bicha says the department plans to extend the rule to all public and private facilities that serve youths and adults, including contractors, according to KMGH-TV.
