SÃO PAULO — Brazil’s government says it plans a campaign to attract foreign scientists to work in its labs and research centers. Science and Technology Minister Aloizio Mercadante said that because of the global financial crisis, many Americans and European scientists are unemployed and might be interested in working in Brazil.
