EVANS, Colo.—A man whose 13 horses were found sick and starving has been issued summonses charging him with seven counts of misdemeanor cruelty to animals.

Weld County animal control officer Gary Schwartz says 33-year-old Jose Louis Meza-Franco was only charged with seven counts on Thursday because the other horses were not as sick as the others, according to the Greeley Tribune.

The horses were confiscated from his rural Evans property two weeks ago. Many of them had ribs showing and other ailments
