DENVER—A Colorado businessman is asking federal energy regulators, rather than the Army Corps of Engineers, to review his pipeline proposal to divert water from Wyoming’s Flaming Gorge Reservoir to southeast Wyoming and Colorado.
Aaron Million had asked the Army Corps to halt its review while he considered whether the Federal Energy Regulatory Commission should review his proposal instead because it involves hydropower.
Million said Friday he has submitted an application with FERC. He says he hopes to have a permit within 2.5 years.
Bart Miller of Western Resource Advocates isn’t so sure. He says FERC will have to do its own environmental review, but Million says FERC should be able to piggyback on what the Army Corps has already done.
FERC didn’t return a phone message seeking comment Friday.
