MINOT, N.D. — The Souris River has dropped below flood stage for the first time since spring in the North Dakota city of Minot. The river was above flood stage for 73 days this year, cresting nearly 13 feet above flood stage and damaging 4,100 homes and hundreds of businesses in the city.
