DENVER—The Senate has confirmed Army Lt. Gen. Charles Jacoby as the commander of the U.S. Northern Command, based in Colorado.
Defense Secretary Leon Panetta said Tuesday that Jacoby also was approved for appointment to the rank of general.
In 2004, Jacoby was assigned to examine treatment of detainees at U.S. prisons in Afghanistan. His report found “no systematic or widespread mistreatment of detainees” but said policies varied among prisons and that interrogation standards were inconsistently applied.
Jacoby’s career also has included serving as the director of strategic plans and policy for the Joint Staff in Washington and as deputy commander for operations for U.S. forces in Iraq.
