The City Council voted 4-3 to release 17 housing developments from having to set aside 10 percent of their homes as “affordable” on Tuesday night.

The set-asides were part of the city’s inclusionary zoning program, originally intended to make affordable housing available throughout the city. The council ended that program earlier this year. All 17 developments had annexed into the city while those rules were in place.

To take effect, the measure has to pass a second vote, set for Aug. 23. If that happens, the homes can be sold at market value; homeowners also would be released from deed restrictions restricting how the homes could be resold.

Seven other developments had agreed to special conditions in the affordable housing program and will have to be released on a case-by-case basis.

A city task force is being created to determine if a new program is needed and what it should look like.
