WASHINGTON — The Treasury Department auctioned 10-year notes at a record-low yield Tuesday as Europe’s ongoing financial problems kept demand strong for lower-risk investments.

The U.S. government sold $21 billion of 10-year Treasury notes at a yield of 2 percent, the lowest auction yield on record.
