ST. LOUIS — Most Joplin, Mo., residents either ignored or reacted slowly to warnings of a tornado that went on to level the city in May, according to a federal assessment released Tuesday.
The National Oceanic and Atmospheric Administration’s review of warning systems in the crucial minutes before the tornado said many residents waited for additional information — such as looking outside or watching television broadcasts — to assess their own risk before seeking shelter. The May 22 tornado caused widespread damage and killed about 160 people.
The assessment said the government now plans to re- examine ways to more clearly communicate the risk of dangerous storms.
