PANAMA CITY, Panama — Preparations began Saturday in Panama City to lay the groundwork for the next round of U.N. climate- change talks set for South Africa later this year. Through Friday, experts from 196 countries will be formulating the documents that will form the basis for the Durban meetings that begin Nov. 28. The existing Kyoto Protocol, aimed at fighting global warming, is set to expire in late 2012.
