PUERTO VALLARTA, Mexico — Hurricane Jova strengthened to a Category 3 hurricane Monday. Jova’s maximum sustained winds were near 125 mph Monday night, and the U.S. National Hurricane Center said it could reach Category 4 strength today, with winds of more than 131 mph, before hitting Mexico south of Puerto Vallarta.
