Boulder should further investigate imposing a fee on plastic bags used in grocery and convenience stores, the City Council indicated during a study session Tuesday night on the Zero Waste Master Plan.
City staffers offered three options to the council: Put a fee on all disposable paper or plastic bags; ban all plastic bags; or ban plastic bags and put a fee on paper bags.
While some of the officials said they still wanted more information and analysis, a majority of the council supported pursuing a fee on plastic shopping bags.
