ISLAMABAD — Amid growing American frustration with Pakistan’s handling of Islamist militancy, the Pakistani government appears more inclined to make peace with insurgent groups.
At a summit, political leaders issued a resolution that did not condemn terrorism; rather, it said their policy is dialogue.
“It became obvious (at the summit) that the military has no appetite for military operations,” said Rahimullah Yusufzai, a journalist and expert on militancy.
