FARMINGDALE, N.Y. — An SAT cheating scandal on Long Island will affect millions of test-takers worldwide. At a hearing Tuesday, the president of the College Board promised a sweeping review of the system that safeguards testing of students, along with new security measures that could include taking digital photos of all test-takers.

Gaston Caperton, the president of the agency, said it has hired a global risk-management firm headed by former FBI Director Louis Freeh to review test security and recommend upgrades.

A former high school student is alleged to have impersonated at least six others in taking the exam and earning high scores on their behalf.
