WASHINGTON — The Energy Department has come under criticism from its inspector general for the handling of an electric transmission line project that received $152 million in federal financing but which the IG says has come to “a standstill, with no progress being made.” The 214-mile line, known as the Montana Alberta Tie Line, is supposed to run from Great Falls, Mont., to Lethbridge in Alberta and is designed to facilitate wind generation in northern Montana.
