ISLAMABAD — Pakistan’s ambassador to the U.S., Husain Haqqani, has offered to resign amid a political and diplomatic storm in Pakistan over a memo that Haqqani is accused of orchestrating and that asks for U.S. help in dealing with the Pakistani military. Haqqani denies involvement with the memo but said he offered to resign to end the controversy.
