CAIRO — Egypt’s military will retain broad executive powers, help shape the framing of a new constitution and keep its vast financial holdings hidden even after an elected parliament is seated, one of the ruling generals told foreign journalists Wednesday.
Maj. Gen. Mukhtar Mulla sounded conciliatory but at times defensive or defiant during a rare two-hour interview.
The communique issued Wednesday hands executive powers to the military-appointed interim prime minister, Kamal el-Ganzouri, except for command of the armed forces and the judiciary. El-Ganzouri, premier under ousted President Hosni Mubarak in the 1990s, announced his Cabinet picks: 26 men and three women, among them several figures who held office in the former regime.
