BRUSSELS — EU leaders may postpone a decision on whether Serbia can become an official candidate for membership until their next summit in the spring, diplomats said Thursday.
Meanwhile, Croatia is scheduled to sign its accession treaty with the EU today. It was granted candidate status in 2004 and has just concluded its accession negotiations.
