President Bashar Assad of Syria issued an amnesty for crimes committed during the 10- month uprising Sunday, at least the fourth such gesture since protests began and another official step that seemed to underscore the gap between the demonstrators’ demands and the government’s vision for change.

The decree, issued by the state-run news agency, came as the Arab League said it would meet next Sunday to discuss the findings of its mission to Syria, and as the secretary- general of the United Nations, Ban Ki-Moon, called the repression in Syria “a dead end.”
