ASPEN, Colo.—Aspen officials say the backers of a ballot referendum to stop the city’s Castle Creek hydroelectric project may have to disclose who has been funding an advertising blitz.
Aspen city attorneys say campaign finance rules were triggered when two residents submitted their referendum intentions for approval to city clerk Kathryn Koch. Koch approved the format.
State law requires issue committees that raise or spend more than $200 to itemize contributions and expenses.
According to the Aspen Daily News ( ), sponsors say they were told they did not have to begin reporting because no election has been set.
