TUCSON — U.S. Rep. Gabrielle Giffords of Arizona plans to submit her formal letter of resignation from the House of Representatives today. Her Tucson office made the announcement Tuesday night and said Giffords’ resignation will be effective at the end of the day today. A spokesman for Giffords says the complete text of her resignation letter won’t be released after it is formally submitted.
