DENVER—House lawmakers moved forward with a Republican proposal that would keep an agency’s regulations in place for a business during an application process.

Republicans say the legislation is necessary because agency rules can change suddenly and businesses have to withdraw applications and resubmit to comply. Republican House Speaker Frank McNulty argues that that creates a “hamster wheel” in the permitting process.

A House committee gave initial approval Thursday to House Bill 1002. Republican bill sponsor Rep. Jerry Sonnenberg says the goal is to take government out of the way.
