SEOUL, South Korea — A senior U.S. diplomat said Wednesday that Washington was “open to diplomacy” with the new leadership emerging in North Korea after the death of Kim Jong-Il but wanted the government there to improve ties with South Korea first.

Kurt Campbell, an assistant secretary of state, spoke after meeting senior South Korean officials. For the North, Campbell’s comments appeared to signal that Washington could resume discussions about restarting six-nation nuclear disarmament talks. For the South, the message was reassuring: The North would not be allowed to drive a wedge between the U.S. and South Korea.
