BOULDER – —Several years of cost-cutting measures and “difficult decisions” have put Boulder ahead of the curve when it comes to recovering from the national recession, the city manager said Tuesday at the annual State of the City address.
For the first time, Jane Brautigam and Mayor Matt Appelbaum delivered the annual speech via a pre-recorded video broadcast on Channel 8.
