MIDDLETOWN, Conn.—Judges are mulling a sentence for a Massachusetts man found not guilty by reason of insanity in the 2009 shooting death of a Wesleyan University student.
Stephen Morgan is expected to be committed to the Whiting Forensic Institute, a maximum-security psychiatric hospital in Middletown, Conn. His defense team on Wednesday recommended that he be committed for 45 years. The state wants the maximum of 75 years.
A three-judge panel is set to make a ruling later Wednesday.
Morgan, of Marblehead, Mass., was found not guilty in December in the May 2009 death of 21-year-old Johanna Justin-Jinich. The college junior from Timnath, Colo., was shot seven times while working at a bookstore cafe.
A clinical social worker testified Wednesday that Morgan is psychotic and depressed and represents a danger to others.
