IGNACIO, Colo.—When is the winner of a mayoral race not the winner?

It happened in Ignacio, when Cecilia Robbins found out Monday that she lost the election by one vote, even though she picked the winning card to break a tie.

The town clerk ruled that Ena Millich won 62-61 after determining that a contested provisional vote was valid.

According to the Durango Herald ( ), the provisional vote was counted after the voter was able to produce a receipt showing he properly registered to vote at the Division of Motor Vehicles.

In case you’re wondering, Robbins drew a seven and Millich drew a six after the two tied in the April 3 election.
